Senior Consultant for international tendering and procurement procedures, for Design and Engineering, for programme control and management with more than 35 years of senior managerial responsibilities in the field of Project and Contract Management with proven experience in administration, programme planning, understanding of the international finance institution’s lending/working principles/polices in the environmental/infrastructure fields for developing countries, monitoring and reporting as well as in the implementation of large-scale environmental policy projects and programmes in an international context. Pollution Control Technology, Scheduling and Supervision of water, sewerage systems, waste water treatment and other wastewater projects, mostly in Central, Eastern and Western Europe.
Strong knowledge of the EU Practical Guide contract procedures, FIDIC conditions of contract (New Red, Plant and Design Build, Silver Books) and procurement or contract regulations for EU, World Bank, EBRD, PHARE, KfW, ISPA and experienced with working in complex governmental or ministerial organisations and in public funding and public private partnership and concession agreements.
Well experienced with Process engineering (Potable Water, Waste Water and Sludge Treatment), Environmental Impact Assessment studies, River Engineering, Leak Detection and Hydraulics.
Experience in the field of environment, with a strong emphasis on policy, legislation and implementation with detailed awareness and understanding of the EU environmental acquis in Candidate Countries and the environmental heavy cost investment directives, in Project Cycle Management, in compiling of full Tender Dossiers for procurement packages for public investment infrastructure projects with various standard FIDIC guidelines and rules (for works, supplies and services contracts), in training needs assessment and organisation of training workshops, experience of PEPA tools.
Experience as design team leader, contract and project manager, feasibility and pre-feasibility studies, design and preparation of tender documents and proposals, team management and costumer relations.
